About Safety Services Hawaii

Safety Services Hawaii is an occupational health and safety management system consulting firm based on Maui, built on a simple premise: safety programs that cannot be measured cannot be improved — and programs that cannot be improved are costing you money.

Founded by Gordon Gillis — a Certified Safety Professional (CSP #18752), HIOSH-certified inspector (#84), and former Federal OSHA and HIOSH Compliance Officer with more than 30 years of enforcement and consulting experience — SSH is the only Hawaii-based safety consultancy that combines frontline regulatory expertise with a structured, data-driven methodology designed to produce measurable financial outcomes for contractors.

SSH's Director of Occupational Safety and Health, Seth Abdallah, CSP #50442, MPH, brings public health discipline and advanced hazard analysis to every client engagement. With dual credentials in safety management and epidemiological methodology, Seth strengthens SSH's capacity to deliver population-level risk assessments, exposure monitoring strategies, and health-outcome tracking that most consultancies simply cannot offer.

SSH operates under its Precision Risk Architecture™ framework, which replaces subjective safety programs with quantified risk baselines, leading and lagging indicator tracking, and gap analyses tied directly to cost exposure. Every engagement produces numbers: incident rate trajectories, EMR projections, workers' compensation premium impact, and compliance gap closure timelines. Contractors see exactly where they are, what it is costing them, and what changes will move the needle.

We serve residential, commercial, heavy civil, and specialty trade contractors across NAICS Sector 23 — from locally owned operations to multi-division firms managing concurrent projects across Oahu, Maui, Kauai, and the Big Island. The goal is never a binder on a shelf. The goal is fewer incidents, lower costs, and a safety program that pays for itself.

Products & Services

OHSMS Development & Implementation — Full safety management system architecture aligned to ANSI/ASSP Z10-2019 and HIOSH/HAR Title 12. Every system is built with embedded performance metrics — leading indicators, lagging indicators, and cost benchmarks — so leadership can track program effectiveness the same way they track project budgets.

Third-Party Jobsite Safety Inspections — Scheduled and unannounced site inspections using standardized scoring rubrics with quantified trending. Multi-site clients receive cross-project comparison data that identifies systemic control failures before they become incidents or citations.

Gap Analysis & Baseline Risk Profiling — Comprehensive assessment of your current safety program scored against regulatory requirements and industry benchmarks. Deliverables include a prioritized corrective action plan with estimated cost exposure for each open gap — giving leadership a clear ROI picture for every dollar spent on compliance.

EMR & Workers' Compensation Cost Reduction — Data-driven strategies to lower your Experience Modification Rate through root-cause incident analysis, improved claims management, and targeted program interventions. Clients with elevated EMRs are leaving money on the table in excess premiums and losing bid eligibility on projects that require sub-1.0 modifiers.

Safety Training & Competent Person Development — OSHA 10/30-hour courses, toolbox talks, site-specific orientations, First Aid/CPR/AED, and role-based training plans aligned to Z490.1. Training effectiveness is tracked through competency verification and incident correlation — not just sign-in sheets.

Safety Committee Support — Committee formation, facilitation, member training, walk-around programs, and quarterly performance reporting. Committees receive structured data on inspection trends, incident patterns, and corrective action completion rates so meetings drive decisions, not discussion.

Regulatory Compliance & HIOSH Support — Inspection preparation, citation response, abatement planning, and ongoing compliance monitoring. Every compliance gap is quantified by potential penalty exposure and operational risk so leadership can prioritize based on actual financial and safety impact.

Safety Culture Assessment & Workforce Analytics — Confidential workforce surveys with audience-specific reporting for leadership, employees, and safety committees. Response data is analyzed for cultural risk indicators, perception gaps between management and field crews, and leading indicators of incident potential — turning subjective culture into actionable data points.
