I. PRIVATIZATION

The Maui Chamber of Commerce supports the position that State and County governments should regularly evaluate services provided to the community and contract to the private sector on a competitive basis whenever it is cost effective.

Supporting Statement

The Maui Chamber of Commerce believes that government can be cost effective. Contracting with the private sector for necessary services can often relieve the necessity for creating new positions and adding additional burdens of salary and benefits to the government payroll. By contracting with the private sector, state and local governments have found services performed at lower costs with greater public acceptance. The Chamber feels that those areas which should receive immediate attention include solid waste management, parks maintenance, road maintenance, document and plan reviews, waste water treatment and maintenance, hospital management, and golf course management.

II. BUSINESS CLIMATE

The Maui Chamber of Commerce urges the County government to develop policies and ordinances that encourage a healthy business climate within the County of Maui.

Supporting Statement

Every effort should be made to ensure that Maui County has a diversified base for its economy and well paying jobs for its residents. Small business has provided this over the years and will always remain very important to the future of Maui and Maui County. Specific areas of concern include:
1. Zoning;
2. Permit processes;
3. Land valuation and taxation;
4. Ample commercial space; and
5. Public transportation.

III. GOVERNMENT RESPONSIVENESS

The Maui Chamber of Commerce strongly recommends that executive branches of state and local government and quasi government agencies stress the importance of a cooperative, service oriented attitude on the part of their department heads, supervisors and staff.

Supporting Statement

To improve its image as a place to do business, The County of Maui should develop policies that encourage employee training and foster a service oriented attitude. Customer service should be stressed.


IV. NUCLEAR RESOURCES

The Maui Chamber of Commerce will work with government agencies and others to assure appropriate uses of nuclear resources in Maui County.

Supporting Statement

The Maui Chamber of Commerce favors a measured growth approach to our national nuclear resource, which ranges through uses in power generation, medicine and other scientific uses, and the necessity of uses in national defense. Neither a general ban nor an unrestrained embrace is called for. The Maui Chamber of Commerce favors a useful evaluation of each. A necessary adjunct to use is proper control and disposal of residue.

V. BUSINESS REPRESENTATION ON BOARDS AND COMMISSIONS

The Maui Chamber of Commerce supports the need to increase the exposure and participation of members of the business community on county and state boards and commissions.

Supporting Statement

Currently there are a large number of County and State boards and commissions in which appointees serve in an advisory capacity for County and State departments and agencies. It is felt that there are insufficient representatives from the business community on these boards and commissions. The Maui Chamber of Commerce encourages County and State government officials to consider the value to be gained from increased participation from the business sector in the areas of management and finance. The Chamber feels that making boards and commissions elective would discourage participation from the business sector.

VI. COUNTY/STATE OVERLAPPING FUCTIONS

The Maui Chamber of Commerce urges immediate attention to be paid to reducing duplication in county and state operations. Responsibilities should be clearly delineated with an eye towards reducing the cost of government and increasing the quality level of service.

VII. HOME OCCUPATION

The Maui Chamber of Commerce supports the position that the County must be responsive to the changing work place.

Supporting Statement

As in-home business grows and flourishes, a climate should be created that is advantageous to that growth, respectful of the community, and in compliance with existing zoning and use requirements. As we support small business and entrepreneurship, we must also not forget our responsibilities to large business and the free marketplace. Taxation and regulation must be treated fairly and equitably as these small businesses grow and compete with larger, more established businesses.

VIII. BED AND BREAKFAST

The Maui Chamber of Commerce supports an ordinance to fully recognize Bed & Breakfast facilities on Maui as an addition to our visitor industry.

Supporting Statement

As we support all our visitor industry members equally the Chamber of Commerce encourages fair taxation and regulation for all offering transient accommodations.

IX. COUNTY TAX SOURCE

The Maui Chamber of Commerce believes that the State should return to the counties a proportionate share of the taxes generated in the County and paid to the state. This share should be based on de facto population of the counties.

Supporting Statement

A. Hawaii’s citizens are among the most highly taxed people in the United States. The Maui Chamber of Commerce feels that their proportionate share of taxes should be returned to the County to support the impacts on our infrastructure and government services.
